Why: Servers can have their own chat filters to prevent releasing certain information or saying things.
Feature: Basically allow a bot to get certain permission in a guild to edit other people's messages before they get sent to the rest of the people.
A sort of callback system similar to #70 with its system.
Or if this is not possible then allow bots to edit other people's messages after they have been sent
