更新 test-utils-shared 中的 devDependencies依赖

  1. "@tarojs/runtime": "^3.6.0",
  2. "@tarojs/taro": "^3.6.0",
  3. "@tarojs/router": "^3.6.0"

为 dependencies 依赖。

如果是peerDependencies，低于3.6.0的 taro 版本就不可用了
