Sindhu/Encap refactor to use ifdef with variable op #524

  1. Use the same ngraph_encapsulate_op with and without enable variable
  2. Update Cmake to define NGRAPH_TF_ENABLE_VARIABLES_AND_OPTIMIZERS
  3. Remove the 2nd ngraph_encapsulate_op.cc under enable_variable_ops
