Broadcasting & Playing #1046

The stream is not playing when we stop the playing first and next stop the
broadcasting stream again start the broadcasting with same stream name.

But if followed the procedure in reverse i.e first stop broadcasting and
then stop playing if we again start broadcasting it is playing. 

what is the problem ? i think the second one is the procedure to stop the
stream.please suggest the solution.

It's happining when single user is playing the remote stream.
