this is no bug.
You have chosen a certain langauge during sign up process.
Goto your user profile and change it to your prefered one.
The language-selection has moved to the user-profile. You choose your desired
in the registration process. The information about which language you want is
only available if you login of course.

thanks for your prompt reply.
I followed your method,whatever I changed an existing user's profile or new
a record,I assigned 'chinese simplified' to language and save,it didn't
work,I retrieved data from database,found language_id is still NULL in table
'users' .if I update table users set language_id=11,web page is still
english,and profile's languge label is still displayed 'english'.why?
before every tries,I cleaned my browser cache.is it a bug or Do I need to
clean some cache on server side and how?

if you manipulate the database in other ways then through the OpenMeetings GUI
or SOAP Methods you need to restart the red5 server to clear the server side
cache.
