Cursor shape update delay #277

I am using this tip to change the cursor shape while using vim depending on 
which mode I am in:

However there is an annoying delay before it changes. This is not the same 
issue as addressed by the next tip right below it because the delay is there 
whether I am entering insert mode by pressing 'i' or normal mode by pressing 
'escape'. Also, I tried the tip anyway and it did not help. Maybe it is not 
updating the shape until the next blink?

I am using mintty 0.9.9 with Cygwin 1.126 on Windows 7 Pro 64 bit

This may not sound like a big deal but it is really annoying to me when using 
Vim over mintty. The whole reason I am using mintty is because this is the only 
terminal where I have been able to get the cursor to change depending on the 
Vim mode. Thanks for making my favorite terminal program!

Reproduced. Broken since r1000 (and hence 0.9.1). Thanks for the report.
