These templates should be included in 23.11

Needs a release note since the RestPerf template does not have exact parity with the ZapiPerf template due to ONTAP impl

Tested in main with commit 41584651972c5ab9c336e10fc3c662e6df873b15

  1. As mentioned, ZapiPerf would have additional label type than RestPerf.

  2. Also, Duplicate Session Setup Latency Heatmap panel is corrected with Oplock Break Latency Heatmap panel
