Install the Reference Configuration File (RCF)

Summary

The reason why the same RCF needs to be applied twice is unclear, but is it necessary? Since we have not performed a reboot after applying the RCF for the second time, I believe we have not confirmed whether the configuration applied with the second RCF is functioning correctly. Is a reboot not necessary?
