devel/cmake: require gcc 4.8 #21

On SLES11SP4 I have following build environment

% uname -a
Linux vagrant-sles-11sp4-x64 3.0.101-63-default #1 SMP Tue Jun 23 16:02:31 UTC 2015 (4b89d0c) x86_64 x86_64 x86_64 GNU/Linux
% LC_ALL=C gcc -v

gcc version 4.3.4 [gcc-4_3-branch revision 152973] (SUSE Linux)

which will breaks the build of devel/cmake 😢

Requiring (at least) GCC 4.8 fixes this issues.
