Snooping Amendment for Teacher WebStart #11

FOR teacher side of HubNet webstart add a fallback alternative for the Java Applet - a form that shows up if loading java fails, which allows optional entry of an IP address and then launching of the teacher webstart.

I'm unable to make anything appear in either Chrome or Firefox for only when the applet does not load. Not sure what's going on there.... Regardless, I can add a static input box to the page, where the IP can be manually entered to force the procession of the download process. Fix incoming....
