Create man pages for testsuite apps #1695

Since the testsuite apps are being installed now, we should also provide troff man pages that document their usage. Alternatively, a single troff man page that covers all of them.

afp_encodingtest - AFP volume encoding test
afp_lantest - AFP benchmark akin to HELIOS LanTest
afp_logintest - test authentication over DSI
~~afp_ls - ls command over AFP~~
afp_spectest - AFP specification functional test suite
afp_speedtest - AFP read/write/copy benchmark
afparg - AFP CLI client

As a prerequisite for this task, I'm cleaning up all of the options for testsuite apps in https://github.com/Netatalk/netatalk/pull/1703

Consolidating away afp_ls in https://github.com/Netatalk/netatalk/pull/1705 to reduce the documentation overhead.
