Design: MT Black separator

Agile requirement As a designer I want a black separator right after the header as in the design (without the breadcrumbs).

Description Create a separator block that editors can use.

Acceptance Criteria

1. There is a new separator block available for editors to add to any document.
2. The separator is black and follows the design (without the breadcrumbs)

Questions for refinement:

• [ ] The idea is that in the future this separator can be used as a breadcrumb, can we do that? so now we only implement the separator (black banner) but it should be "escalatable" to display the breadcrumbs later on. If it's possible, then change the name of the block.

This ticket is only for the black separation (no breadcrumbs), we decided in one of the last SRBs to implement the separator because the breadcrumb would be done later on with issue #44.

I asked the team and they said we could use the code of the MT Magazine Breadcrumb for issue #44 but it would have to be adapted, therefore the time and effort saved would be minimal.

My recommendation would be to actually close this ticket and implement ticket #44 altogether with the black background too as I don't see a real functional need or value to only implementing the separator.
