In order to maintain the width of 1040px on desktop and have the line below the carousel buttons, the way the line below the buttons was placed needed to be refactored.

Because position: absolute; works for the visual viewport, I needed to calculate the width of the border when the tab navigation was overflowing. transform was used to reduce the burden of repainting and rendering issues in some browsers.
