"Result filters" shows an empty list of public filters #163

I'm a new user to Scumblr and believe I'm supposed to see a list of public filters. The list of public filters in both "result filters" and "event filters" are both currently empty. Aside from being a new user I don't have context to add, but am available to test potential fixes/workarounds.

Oops PEBKAC - "manage filters" allows me to add public filters to my list.
