This PR switches builds to to GitHub Actions, along with a bunch of other mostly-related changes. This change requires upgrading to a supported Python version, which broke a bunch of things in dependency land. In resolving those issues, I also did a bit of cleanup (e.g. removing Python 2 compatibility boilerplate). Importantly, this change also loosens the dependency requirements for the aardvark package.
