Fix Terraform deployer #9329

This PR fixes the Terraform deployer.

[X] Upgrade to Amazon Linux 2022
[X] Upgrade to Python 3.9 (Versus trying to install Py310 on AL2022)
[X] Graviton (ARM) Instances by default (Save $$)
[X] Support public subnet / publicly accessible EC2 for SSH
[X] Update to Node 16.16.0 (Resolves #9328)
[X] Tested briefly to confirm it worked for me
