Upgrade to Gradle 7.3.3 #1142

Move to java toolchains https://docs.gradle.org/current/userguide/toolchains.html
Upgrade plugins to latest versions where possible
Fix spotbugs issues for new tool version
Pin spotbugs tool version to avoid suddenly changing spot bugs failures
