container CPU headroom widget calculation is not correct #131

@natoscott is it possible to add a cgroup.cpusched.quota metric to the cgroup agent? cpu.cfs_quota_us should be the correct file in the pseudo-filesystem.

cgroup.cpusched.cfs_{period,quota} metrics have been added to the pcp master branch.
