Restart services after certificate-update event

Asterisk should be restarted after the certificate-update event but it isn't:

Steps to reproduce

• launch certificate-update event
• check asterisk uptime and certificate

  asterisk -rx "core show uptime"

  and

  openssl s_client -connect localhost:5061

Expected behavior

service should be restarted with new certificate

Actual behavior

service isn't restarted, old certificate is used
