Prevent deletion of administrator and Domain Admins

Disable in the VueJS code the Delete action from the kebab menu in Domain and Users page for the following entries:

• user administrator
• group Domain Admins

• Go to Domains and Users page, install and configure an internal domain with the administrator user
• Go to the kebab menu of user administrator: the Delete action is disabled
• Same for the Domain Admins group item
• Other items must retain Delete action enabled
