Fix missing incorret restore module when NETHVOICE_USER_PORTAL_PASSWORD is missing #7112

When a backup of the NethVoice module is made before the first configuration, any successive restore procedure will fail.

Steps to Reproduce:

  1. Install NethVoice.
  2. Do not configure the module.
  3. Attempt to restore the module.

Expected Behavior: The restoration should succeed as expected.

Actual Behavior: The restore procedure fails with an error.
