Migration: disable multiWAN when there is only one provider

On NS7, the user could create a multiWAN configuration only with a provider. In this case, the multiWAN daemon was automatically disable to avoid Internet connection problems. Change the current migration process to completely ignore configuration with a single provider.

Steps to reproduce

• On NS7, enable MultiWAN on a system with only one RED network.
• Execute the migration to NethSecurity 8

Expected behavior

MultiWAN should not be enabled with only one RED network.

Actual behavior

MultiWAN is enabled despite having only one RED network.

• Make sure to generate an export archive using the nethserver-firewall-migration version reported here
• Migrate to NethSecurity 8
• Make sure the file /etc/config/mwan3 contains only the globals section:
