Minor _Scarb.toml_ refactors #251

Description

add edition to the workspace Scarb.toml file and set all package editions to edition.workspace = true
move snforge_std dependency to [dev-dependencies] where it belongs
remove redundant casm = true keys
remove redundant [lib] tables
update cairo_test version to point to workspace's in mappings
