Switch to central package management #2

Switched to central package management (CPM). Updated all projects but the sample. Not sure if it's gonna stay for a long time.

Why do we use the preview version of Microsoft.Extensions.DependencyInjection? If no specific reason, I'd like to downgrade it to the latest stable version.
