Corp can rez during Runner paid window #2033

Rezzing window needs to be bound to the Corp paid window.

Paid ability windows are not only for paid abilities. Rez windows don't exist. Some paid ability windows allow for rezzing (non-ice or any) cards, scoring, breaking subs, etc. Details in CR: 9.2.7.
