As an impact creator, I want to be able to assign commonly used tags to the scope and work of my impact. However, it should also be possible to add tags when I find them valuable enought to pay the transaction cost.
The contract expects the tags as a numerical array representing stored scopeWork/scopeImpact values. E.g. 1 => "stored-carbon"
