feat: transfer restrictions for hypercerts #83

Minter can specify a restriction policy, between AllowAll, DisallowAll, and FromCreatorOnly
Specify a _beforeTokenTransfer hook that checks the policy before allowing a transfer
Added basic tests for the 3 policies above

Looks good to me, thanks for the clean PR 🙏

If we merge this in now, that could put us in a deadlock because of the changes to the signatures etc. For instance, Graph, abis and etherscan might/will break without a refresh throughout the system. Can we park the merge untill after demo day?
