Update mion-docs/CONTRIBUTING.md for testing and drafts management

Having a separate testing site would add too much complexity to the workflow. Instead, the contributing documentation will be update with better instructions on testing locally, as well as how the _drafts folder fits into the workflow.

This is on hold until the solution for mion-docs #87 is complete, as the solution may change how this is handled

Contributing updated, bare minimum of how to manage mion-docs was added to the wiki, which should be updated and filled out over time.
