The validation doesn't pick up errors on other pages when you submit the data.
So for example if you don't set the license the validation only works if you are on the Dataset Details page (i.e. it reports the error and does not allow you to submit the form), but if you go onto the Identifiers page the validation doesn't seem to pick up that you haven't set the license and it lets you submit.
