Switch to pyproject.toml instead of setup.py #183

@jpgill86 Hi Jeffrey I made a very quick and urgent release a few hours ago. I noticed that ephyviewer was still using the setup.py mechanism. So, here a quick switch to pyproject.toml I let you have a look when you have time. there is no urgency.
