Set up new landing page for neuroml.org #142

We need to set up a flashy landing page for neuroml.org. This should be short, and include information on why someone should use NeuroML. It should not include other details at all, which will go to the docs that will be linked to from here.

The landing page in the docs serves this purpose. We need to figure out what should be done with neuroml.org, but that's a different issue. Closing.
