memory mode improvements #5

Test out depression to balance potentiation. Try with LED staying magenta in memory mode and at a relatively low brightness. An action potential leads to a magenta flash instead of white. As a synapse is potentiated, the magenta LED brightness increases to some max value. When inputs stop, depression begins, and the magenta LED brightness reduces back to baseline over the course of let's say 10 seconds for now.

New changes requested -- see Slack Products discussion 10/2/2017 for detail. briefly, eliminate depression and focus on associativity. if an Interneuron is firing at >1 Hz, any excitatory signals to sub-threshold dendrites should cause increases in weighting.
