This reverts commit 4ebeb860900f7531dfec97b52d68fda95bbaaabf.

I believe this change was not necessary. We can address the ReadTheDocs upcoming change by unchecking the "Use system packages" checkbox and relying only on the requirements-doc.txt file which is already being used by ReadTheDocs.
