Base pull request bringing mathstodon's mathjax support in to a feature branch -> dev.

Just creating it for now! Need to

pare it down to just mathjax stuff (currently we just pull all of mathstodon in this PR),
make the uh merge work lol

but ya here we go.

This is awesome, and will be a huge QoL improvement! Not to mention that a cleaned up merge commit will be a great resource for other instances :)
