Probably a known issue, but I can't see an open issue for it.
Empowered spells cast by Evokers do not show up on the Quartz Player castbar. There isn't an error, but the bar also doesn't display the cast in any way.
The only solution is to use either a weak aura, or keep the blizzard cast bar for the player.
