Update TOC #14

Updates TOC, with the following:

  1. Added X-Discord and X-Github to link to the proper places.
  2. Removed Interface-TBC because TBC doesn't exist anymore.
  3. Changed the interface numbers to the most recent ones.
  4. Organized the .toc in sections.
  5. Add X-License to mirror the proper license as portrayed on CurseForge.
