feature dropdown list incomplete for feature_3 #105

i think it is due to the rows being dropped in FDS_Template2021-01-28.xls when read in with `fpr::fpr_import_hab_con(row_empty_remove = T) although the backup file shows everything there..

ha - looks as though it just appeared incomplete in QGIS when value map first done but when I reopen all the factors are there. nice
