Duplicate PSCIS photo names cause problems with `fpr` photo functions #157

because fpr is not explicit enough when looking for the name related to https://github.com/NewGraphEnvironment/dff-2022/issues/65

BUT WE ALSO need to ensure that the input photo*_tag inputs in all forms due not duplicate key words exactly b/c above issue will not solve problem if appended tag is exact to photo keyword (ie. upstream, downstream, inlet, outlet, barrel, road)
