Submit select climate change details to PSCIS by appending to comments in`pscis_tidy.R` #160

can look at the climate change column comments and see if there are key things to move over in this script so they end up in the main pscis submission.

we are already making changes to comments (ex. add moti culvert ID) there

For now this seems like concatenating all the comments is perhaps too much text.

Currently doing review of each crossing by hand so can add shortened key message from condition_notes, climate_notes and priority_notes to assessment_comments by hand if they key details are not already included (ex. culvert is rusted right through for entire length of both pipes and there is significant erosion at inlet could lead to road failure....)
