`rfp_qgis_create_bcfishpass.sh` convert to `rfp_qgis_create.sh` with param to specify `bcfishpass_mobile` or `bcrestoration_mobile` #164

this is currently used

but we are including so many extra layers in the newest projects as per https://github.com/NewGraphEnvironment/dff-2022/issues/163 that we should be able to call a different kind of project.

this all will land in https://github.com/NewGraphEnvironment/rfp eventually but need to sort our integration of reticulate to handle python dependencies in R first.
