add mot_culverts_sp layer from province and clip to study area

for skeena just needs to be clipped then larger layer removed from the directory (for space)

also need to add mot_culvert_id to the survey form in R. keep the form_pscis active for all no_crossings themes and have the moti layer in the crossings theme only
