filled in fhap data for elk #60

-let me know how this looks -you mentioned in the email in which you sent me the fhap data that you wanted it in the xlsx version first and then convert to csv? -I'm a little confused about the waypoint, reach, and times. In the first two sheets we did you replaced the reach column with waypoint number and didn't put down times but in the third and fourth sheet you replaced the reach column with time and also added the waypoint number.

@Mateo9569 - Can you confirm that the template is the latest template as per the elk? There were lots of changes and this is a good place to keep a template so we should transfer a version over. I would leave a row and perhaps populate any empty columns in that row with correct type of input (integer, character, whatever) so we can import and turn to spatial object for when we move digital on this one.
