update to latest fds_template.xls #94

Can import old and new with fpr_import_hab_con and compare column names to see if order or clean_names changed. (Order may not matter actually)

Also need to compare lists of factors for drop-down menus. Thinking waldo may come in handy here

may not need to redo anything if there are no changes in those things
