`qlr` pointing to layers in incorrect project even though QGIS paths set to relative #98

the qlr that points to the .gpkgs needs to be dragged into project from the directory where it is used to work properly

just made an issue to close it in case someone searches the issues for the same problem

seems like there should be a workaround but not sure what it is

just need copy the .qlr into the project directory before dragging in I guess
