replace `bcfishpass_dff.qlr` with file that points to tables in `background_layers.gpkg` #99

For clarity, the layers before the commit that will close this issue were individual clipped_*.gpkg files batch clipped and named as per the name displayed in the Layers Panel of the bcfishpass_30k.qlr that was current in the summer of 2022.
