Pull spans for cost estimates from PSCIS input spreadsheets direct #5

Estimates work currently as we have remade pscis_rd.csv with 0280-extract-bcfishpass-rd-data-modelled_closed_bottom.R to reflect new span estimates built with 0340-tables-phase2-cost-estimate.R but really we should pull direct from the latest version of the submission sheets.

really we should be using the hab con widths to calculate the spans too. Not sure if that is in the cards on this one though :smirk:
