Resize photos when dumping to PSCIS submission files to avoid rejections 1024 x 1024 #5

we have some errors with the pscis phase 1 submission. guessing it is a photo length thing. Going to test by hand and if the submission goes we will need to script the fix next time.

test included renameing first 3 in screenshot, resizing next 3 to recommended size and doing both to the next 3 after that

It appears that resizing worked. Thinking this must be an android issue as all of the photos were android.
