point at latest database on newgraph remote machines #16

We will likely actually swap in new data to this soon (or change IP address in lastpass/env variables) but we should be pointing at the latest for 0160-load-bcfishpass-data and other calls to postgres

Actually, lets leave it as bcbarriers since that is a discharge based model and that is what CWF is using there.
