Modelled crossing on trib to Thautil River that was not assessed #28

I'm a little confused by this one. The assessed culvert is 198016, but there is a modelled crossing shown below. Which is where the hab con survey was conducted, according to the tracks. This crossing was not assessed. Was it just a ford or deactivated crossing? Can't find anything in the comments about it.

needs to be tied to bcfishpass with pscis_modelledcrossings_streams_xref.csv
