Make script to get total count of fish passage and habitat confirmation assessments done in past years

here was the original concept

download the latest versions of the assessments and confirmations layers from the province (use script from the extract_* script or wherever it is we build the xref object for PSCIS/my_modelled_ids) and do a filter for "Irvine" in the responsible consultant or whichever column it is that the company shows up (it shoud actually be newgraph now but I haven't managed to get it switched over yet). Summarize by year for 2020, 2021 and 2023 by assessments and confirmations and then look at our 2022 spreadsheets and add all those in to 2022 when they are not yet in the system.

Note that the first Parsnip entry is not actually a Phase 2 - it is a phase 1 but the name of the project was Phase 2. Def needed both the phase 1 and phase 2 layers from the province to tease that one out
